CMHA Guildelines

COALDALE MINOR HOCKEY GUIDELINES:

The following guidelines have been circulated for the benefit of all involved to provide a better understanding of the workings of CMH.  They are not to be considered policy and are subject to CMHA’s constitution, Hockey Alberta and Hockey Canada’s policies and bylaws.  The CMHA Board also reserves management rights.

PLAYERS:

1.    Players are not permitted to drive to out of town games.  A parent or guardian must drive a player to out of town games.  (Revised June 2-08).

2.    No player will be registered on 2 teams unless the 2 teams are affiliated under Hockey Alberta rules of registration.  Then the approval of district league governor is also needed. (Revised April – 08)

3.    Protective equipment is to be worn by ALL Coaldale Minor Hockey players while on the ice as set down in Hockey Alberta rules.  As well, ALL spare goaltenders and injured players on the bench that are registered in Coaldale Minor Hockey must wear full hockey gear. (Revised June 23– 08)

4.    Releasing of players:  CMH will grant releases for Junior A, AAA, and AA team tryouts.  A release will only be granted at or near the beginning of the tryout process.  Players who fail to make the team @ the level they are trying out at MUST come back to CMH.  Releases to Junior B will be dealt with on an individual basis. 5.    Goaltending:  Whenever we have more than 2 goalies/team @ any level, tryouts will be required.  The goalie that fails to make the cut – will be accommodated on a case-by-case basis.  Movement into another hockey association may be required. (Revised June 23-08)

6.    Numbers may warrant tryouts and cuts @ the midget level. (Revised June 5-08)

COACHES:

7.     Coaches will make their best attempt to have all players on all teams play an equal amount of time. (Revised June 23– 08)

8.    The Hockey Alberta safety program is compulsory for all Coaldale Minor Hockey teams.  One coach from each team must have this certification in order to be on the bench. (Revised April-08)

9.    a – Head coaches will be selected by the CMH board. Assistant coaches or managers will not be appointed until after the teams have been selected.  The Coaldale Minor Hockey Board prior to approval must approve all assistant coaches and managers. (Revised June 23-08)
b. – Where possible CMH will have coaches in place for each team by no later than the August CMH board meeting of that year.
c. – All coaches to apply at time of registration
d. – All coaches must have proper Hockey AB qualifications before commencement of regular season.

REFEREES:

10.    Referees are to receive an equal amount of games from refereeing as possible throughout the year.  (Revised Nov.-96)

11.    Avoid having referees and players in same game being related.

12.    Referees are to supply their own shirts, crest and armbands. (Revised April – 08).

13.    Coaldale Minor Hockey will pay 100% of admission and provide the rulebook for any Coaldale Minor Hockey player who takes the refereeing course and attains a passing grade, after they have refereed 5 games in the Coaldale Minor Hockey system. (Revised June 23-08)
-    Any person over the age of 18 pays their own referee clinic fees.
-    Out of town referees will be charged $25.00 to take the course in Coaldale.  Out of town is defined as someone who does not live in Coaldale or surrounding area and does not referee for the Coaldale Minor Hockey organization.

TEAMS:

14.    Any players or coaches found having caused willful damage to town or minor hockey property (at home or away) will be disciplined by Coaldale Minor Hockey with possible fines and/or suspensions.  (Revised April-08).

15.    Sweater and goalie equipment, once designated to teams, becomes the responsibility of the coach and manager.
a.    – They must ensure that it is not used for off-ice purposes.
b.    -  All equipment must be turned in to equipment manager of the end of CMH season.
c.    – Equipment is for use by Coaldale Minor Hockey players only during the hockey season – there will be a $250.00 deposit required by an individual if used out of season (ex. Summer hockey) (revised April –08)
d.    – Goalie equipment for CMH players will be provided up to and including the Atom and Peewee girls levels (revised June 5/08).

16.    A performance bond of $100.00 will be levied against each team, refundable at the end of the season.
-    Locker keys, pucks, first aid kits, etc. will be issued to each coach upon payment of bond to each head coach.
-    Each locker will include 50 pucks, 10 pylons and 1 First Aid Kit.
-    The bond will be returned in full upon the return of ALL items including jerseys.  (Revised June 23-08)

17.    Coaldale Minor Hockey teams that have sweaters supplied by sponsors are to provide that sponsor(s) with a team picture.

18.    Teams are allowed to purchase any team apparel upon board approval provided the colors are teal, black and white or combinations thereof. (Revised April-08)

19.    Team jersey numbers are subject to Coaldale Minor Hockey Board approval.

20.    Team tryouts and selections:  Teams will be selected and cuts made all at one time.  The coach of the “A” team will notify all players of both the A & B teams.  All calls will be made in the same day/evening. (Revised June 5 – 08).

21.    Tiering:  CMH will tier teams from Atom up based on player numbers and the competitive levels within other Associations within our League. (Revised June 5 – 08)

FUNDRAISING:

22.    Any fundraising done by individual teams of Coaldale minor hockey – beyond home tournaments, must have approval of the Board.  Teams involved in these fundraisers will be responsible for how it is conducted. (Revised April-08)

23.    Coaldale Minor Hockey will donate $300.00 to any teams participating in Provincial tournaments.  If the location exceeds 500km one-way, that team shall receive $500.00.  Any fundraising efforts by the team are to be done under the jurisdiction of Coaldale Minor Hockey. (Revised April-08).

24.    Proceeds of 50/50 and from home tournaments will go to home team and is to be used for tournament registrations and/or other expenses. (Revised April – 08)

25.    It is suggested any extra fundraising money generated by CMH teams be returned to CMH. (Revised June 5-08)

COALDALE MINOR HOCKEY BOARD:

26.    Coaldale Minor Hockey will at minimum, conduct 1 meeting per year with coaches at the beginning of the hockey season.  At this time, coach’s guidelines, code of conduct will be reviewed.  (Revised April – 08)

27.    a. – Coaldale Minor Hockey registration is interpreted to include payment in full at time of registration.  Payment in full can include post-dated cheques with 25% paid at time of registration – the 75% balance to be paid in full no later than Oct.15th of that season. (Revised April – 08)
b. – If a player registers after Dec. 31st, but before Jan. 10th of the current season, the registration fee will be 60% if the total fee. (Revised April – 95)
c. – If a Coaldale Minor Hockey player chooses to quit hockey prior to the player’s first league game, that player is reimbursed all of his/her registration fee, except $50.00; if he/she quits after the first league game but before Dec. 31st of the year, he/she is reimbursed 40% of the registration fee; if he/she quits Dec. 31st or after, there is no reimbursement.  (Revised – Oct. – 92)
d. – Due to insurance purposes, all players, officials and coaches must be registered with Coaldale Minor Hockey before being able to participate in any Coaldale Minor Hockey on-ice activity.

28.    Coaldale Minor Hockey is to tender all equipment and supply purchases over $500. (Revised June 23-08).

29.    Coaldale Minor Hockey will pay for the Hockey Alberta endorsed insurance policy for players, coaches, managers and officials in our association.  A reimbursement will be given by CMH with proof of receipt is a member has paid twice. (Revised June 5-08)

30.    The CMH Board will not issue any loans to Coaldale Minor Hockey teams. (Revised April-08)

31.    Any correspondence received by Coaldale Minor Hockey without a written signature will be mentioned, but not discussed, then destroyed. (Revised June 23-08)

32.    Any complaints concerning discipline or other complaints to Coaldale Minor Hockey must be in written form before being discussed.

33.    All notice of board meetings will be posted on the Coaldale Minor Hockey web site as well as at the rink, one week in advance.  The first half hour of board meetings will be open to any visitor/visitors or concerned coaches or parents. (Revised April-08)

34.    Anyone traveling to the annual Hockey Alberta meeting will be reimbursed for direct out of pocket expenses, which include accommodation, travel and meals. (Revised April-08)

35.    League reps’ travel expenses to meetings will be reimbursed based on rates set by Hockey Alberta. (Revised April-08)

36.    If there is to be an amalgamation of community teams, the parents of the teams directly involved will be consulted before start of season/mass practice. (Revised April-08).

37.    Coaldale Minor Hockey will promote awareness of all forms of abuse and neglect within the game by providing educational materials and programs, which are made available through Hockey Alberta for participants, parents, volunteers, and staff members. (Revised April-08)

38.    Procedure for player movement (in order as written):
a.    – Team numbers will determine player movement.
b.    – Written request from legal guardian outlining reasons for movement.
c.    – Player reviewed by committee.
d.    – Final board approval. (Revised April-08)
